Minutes -  July 21, 2008

A regular meeting of the Town Board of Grand Island, New York was held at the Town Hall, 2255 Baseline Rd., Grand Island, NY at 8:00p.m. on the 21st of July, 2008.

Supervisor Peter McMahon called the meeting to order at 8:00p.m.

Reverend Jeffrey B. Childs Trinity United Methodist Church gave the Invocation. 

Councilman Gary Roesch led the Pledge of Allegiance.

Special Use Permit Application – Caitlin M. Doldan, Huth Road – Keeping of 2 Agricultural Animals on 3.5 Acres

A public hearing was held at 8:00 P.M. for purpose of hearing anyone who wanted to speak in favor of or in opposition to a Special Use Permit application by Caitlin M. Doldan, 1505 Huth Road for keeping of 2 agricultural animals on 3.5 acres.

Supervisor McMahon declared the Public Hearing closed.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to approve the Special Use Permit for Caitlin M. Doldan, 1505 Huth Road for keeping of 2 agricultural animals on 3.5 acres.

Local Law Intro #5 of 2008 – Enhanced Environmental District Creation – Set Public Hearing

A motion was made by Councilman Roesch, seconded by Councilwoman Argy to refer the correspondence regarding the creation of an Enhanced Environmental District to the Planning Board and Town Board for review.

Resolution in Support of Division of Criminal Justice Services Grant Application

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to adopt the following resolution:

WHEREAS,  the Town of Grand Island has seen an increase in the past several years in UCR Part 1 offense rates, such as burglary and larceny, and an increase in drug and alcohol abuse among young residents;  and

 

            WHEREAS,  in response to these increased crime rates, the Town, in collaboration with law enforcement agencies, the Grand Island Central School District, and other community groups, is working toward reducing drug and alcohol use in order to directly reduce the increased rates of related crimes;  now therefore

 

            BE IT RESOLVED,  that, in pursuit of this goal, the Town will prepare a grant application to the NYS Division of Criminal Justice Services under the Operation IMPACT Tools initiative to obtain funding to support these crime prevention efforts;  and

 

            BE IT FURTHER RESOLVED,  that the Town Board of the Town of Grand Island acknowledges its support of this application and hereby authorizes the Supervisor to sign and submit the application to the Division of Criminal Justice Services.

Appointment – Grand Island Police Department

A motion was made by Councilman Crawford, seconded by Councilwoman Argy to table the appointment to the Grand Island Police Department.

Authorization to Re-bid – Police Car

The Town can save almost $4,000 in the base price ($21,000) over the NYS bid price ($25,000) by buying locally.  As least one dealer has a car, in stock, which meets the state specs.

A motion was made by Councilwoman Cooke, seconded by Councilwoman Argy to authorize the Supervisor to re-bid for a police car.

Resolution in Support of Court Assistance Program Grant

A motion was made by Councilman Crawford, seconded by Councilwoman Cooke to authorize the Grand Island Town Court’s application for the 2008 NYS Unified Court System Court Assistance Program Grant, up to the maximum amount available.

Special Use Permit Renewal – National Fuel Gas Supply Corp., Stony Point Road – Natural Gas Regulator/Metering Station

A motion was made by Councilman Roesch, seconded by Councilwoman Cooke to renew the Special Use Permit for a natural gas regulator/metering station located at 1589 Stony Point.  The site has been inspected and it is unchanged.

A motion was made by Councilwoman Argy, seconded by Councilwoman Cooke to accept the recommendation of the Planning Board and grant Site Plan approval for a 2,125 sq. ft. waste water treatment plant facility expansion located at Invitrogen, 3175 Staley Road.
